According to The Hill, on Tuesday, Republican Senate Minority Leader Mitch McConnell of Kentucky blasted Democrats for wanting to include cannabis banking reform and other “pet priorities” in a massive defense bill.
Senate Minority Leader Charles Schumer (D-N.Y.) and House Minority Leader Nancy Pelosi (D-Calif.) were urged by McConnell to remove the provision legalizing marijuana from the military bill.
McConnell stated on the Senate floor that Democrats in the House and Senate are still impeding attempts to finish the National Defense Authorization Act by trying to cram in things that have nothing to do with defense. To quote one of my senators: “My partisan colleagues need to stop holding the NDAA hostage over issues that have nothing to do with each other and bring a bipartisan NDAA to the floor.”

Senate Minority Leader Chuck Schumer (d-Ny) and House Minority Leader Nancy Pelosi (d-Ca) Were Urged by Mc Connell to Remove the Marijuana-Related Language and Manchin’s Permitting Reform Plan from The Military Measure.

McConnell Stated on The Senate Floor, “house and Senate Democrats Are Continuing Delaying Efforts to Close up The NDAA by Trying to Jam in Irrelevant Measures with No Link Whatsoever to Defense.” the NDAA Stands for The National Defense Authorization Act.
Mc Connell Characterized the Proposals as “a Grab Bag of Various Pet Interests,” Including “making Our Financial System More Sympathetic to Illegal Narcotics” and “allowing Reform in Name Only” that Had Already Failed to Clear the Senate Earlier This Year.
The Republican Leader in The Senate Pointed out That Democrats Could Have Scheduled a Vote on The Marijuana Banking Measure for This Week if They Wanted To, Instead of Focusing on Approving President Biden’s Nominations.
In Order to Increase the Likelihood that The Military Measure Would Pass Congress by The End of The Year, He Urged Democratic Leaders to Remove the Contentious Provisions.
He Urged His Democratic Counterparts to Stop Holding the National Defense Authorization Act (NDAA) Hostage on Extraneous Issues and Instead Bring Forward a Compromise Bill that Could Be Supported by Both Parties.
While Participating in A Campaign Debate in October, Schumer Stated, “We Are Coming Very Close to An Agreement” to Allow Banks to Work with Firms Involved in The Cannabis Industry, Which Is Legal in Certain States but Illegal in Others.
According to Schumer, the Bill Would Also Clear Records for Anyone Convicted of Misdemeanor Marijuana Offenses.
At the Debate Hosted by Spectrum News, Schumer Said, “i Am Working in A Bipartisan Way with Democrats and Republicans to Take the Safe Banking Act, Which Allows Financial Institutions to Involve Themselves in Cannabis Companies and Lend Money to Them — but It Also Does Things for Justice, Such as Expunging a Record.”
After Failing to Attach Manchin’s Permitting Reform Bill to The Short-Term Government Funding Bill that Passed Congress in September, Schumer Is Now Attempting to Add It to The Defense Bill.
On Monday, Manchin Told the Hill that He Is Not Giving up Hope of Getting His Bill to Modernize the Permitting System Through the Senate by The End of The Year.
When asked if It Would Be Possible to Include It in The Military Bill, He Responded, “well, Wait and See.”
Last Month, Alabama Republican Representative Mike Rogers Told Reporters that Adding Permitting Reform to The Defense Authorization Package Had “Zero Chance.” Rogers Is the Top Republican on The House Armed Services Committee.
The Insistence by Republican Senators in Both Chambers to Add Language to Terminate the Military’s Covid-19 Vaccine Mandate Is Another Factor Preventing a Bipartisan Agreement on The Defense Bill.
According to Senate Minority Whip John Thune (R-South Dakota), Democratic Leaders Had Previously Indicated They Would Add a Clause Removing the Vaccine Mandate to The Defense Bill in Exchange for Republican Support of The Marijuana Banking and Regulatory Reform Measures.
He referred to The Difficulty of Passing a Law with Such Divisive Policy Riders as A “hard Lift.” He implied that Republican Requests for More Reform Items Related to Banking and Allowing of Marijuana Were a “non-starter” for Democrats.

He stated, “my Understanding Is They Stripped Off the Vaccine Provision in The House Measure, Which I Think Is Going to Make It a Tough Lift Over Here.”
“The Ransom the Democrats Wanted for Repealing the Vaccine Requirement Is a Whole Lot of Stuff, Including the Permitting Reform, but Also Some Other Things That Are Just Going to Be, I Think, Non-Starters on Our Side,” He Added. when They’ve Already Committed to Something, “i Don’t Think We’re Going to Get in The Business of Permitting Them to Hold Us, Hostage.”
They “agreed to Put that [vaccine] Provision in The House [bill], and Then All of A Sudden at The Last Minute They Decided They Wanted Us to Pay a Large Ransom to Acquire It,” He Continued.
